Municipal Volunteer Opportunities
The Town has a number of municipal volunteer opportunities on the various boards and commissions that assist town government. This LINK will take you to an interactive copy of the document below. The positions that are marked "Open" in red do not currently have a person serving in the role.
If you would like more information on any of the positions feel free to contact me at tmarsh@windsorvt.org. If you are interested in being considered please email me your name, and a brief overview of your background and why you are interested. Those submissions will then be aggregated and submitted to the selectboard for consideration.
Don't forget to file your Prebate Documentation!
Please remember, especially if your 2021 income is lower than previous years, though the IRS may tell you that your income was below the requirement for filing a Federal income tax form you may not actually have a "year off".
If you own property you still need to file Vermont tax forms (HS-122 & HI-144) in order to qualify for a VT State property tax prebate credit to be applied to your 2022-23 property tax bill. (And, HI-144 asks you to reference a line from your IRS tax form, so you still need to fill out the Federal tax form to get the number to copy onto HI-144.)
Even if you're having your taxes prepared and filed by someone else, make sure those forms are part of any State tax documents submitted. (Not all tax preparers or online filing software always remember to complete and include those documents.)

Ascutney Outdoors and the Town of West Windsor have been awarded a $262,088 grant through the Vermont Outdoor Recreation Economic Collaborative (VOREC) to assist in their efforts to build a trail between the Village and the mountain, construct new mountain bike trails at the ski area, upgrade the rope tow, provide free equipment rentals for the children’s ski program, and strengthen marketing efforts. Cannabis legislation is moving through the state legislature; all the details expected to be finalized this session. In addition, Windsor voted to allow retail cannabis in town in 2021 (towns needed to "opt in").
So what does all this mean and what are the local control options? For those interested in more information this LINK takes you to the State Cannabis Control Board - Guidance for Municipalities. In addition, our zoning administrator and I filmed an Around Windsor segment that covers the local zoning process for all business and for cannabis specifically. The segment is admittedly long winded at around an hour, but does cover the authority and the limitations of local government in regulating business. Roughly speaking the first half hour covers zoning in general the second half hour focuses more on cannabis.
For the "Cliff-Notes" version, municipalities cannot treat cannabis processing or retail any differently than any other business. For example, if the Town wanted to limit the number of retail cannabis retail shops in town, that could only be done if we also limited the number of every other type of retail business in town. Parameters such as this are dictated by the state. If Windsor can help us collect enough plastic in the next six months, we'll win a free bench. License fees, along with a current copy of the rabies certificate, can be mailed in or dropped off to the white drop-box outside the Municipal Building, once the office receives payment, we will mail the licenses and tags. Dog Park
The dog park has become a great community asset. To make sure it stays that way we will be closing the dog park temporarily to preserve the turf. The fluctuating temperatures makes maintaining the exposed grass impossible. This is standard practice with area dog parks. Thanks you for your patience!

Municipal Meetings
If you are interested in learning more about the workings of Town government you can find the agendas and meeting minutes to the various town boards and commissions here. Agendas are generally posted a couple of days prior to the scheduled meeting. You can also find meeting information on the Community Calendar located on the town website home page. Minutes are posed several days after the meeting. Additionally, Windsor on Air video records a variety of municipal meetings including the selectboard and school board. We have received our seeds for 2022 and there are lots of them! Are you ready to garden? Stop by and pick some up! And later this summer/fall, if you’re confident about saving seeds, we’d be delighted if you could return some at the end of the season. Especially peas and beans which are really easy to save. Congratulations to Richie Young, Windsor School's "Rotary" Student of the Month for April! Richie is a hard working student who genuinely cares about getting what he can out of his classes. "Richie always does his work and never complains" says one of his teachers. He is not afraid to get help, stays late to master the material, asks questions in and out of class, and stays engaged in class. He rises to the challenge. Richie is a role model to the younger students on how to be a student; he is always a good sport and will go out of his way to help others. Richie was a member of the Championship-winning football team, is a model student in his HACTC Natural Resources Program, and has been accepted to many colleges. Richie is a very mature student, often more so than his peers. Friendly, supportive, and determined, Richie is a dedicated student who always strives to better himself. Congratulations Richie!
April’s NHS teacher of the month is Julie Aylward! Mrs. Aylward’s reputation as our theater instructor precedes her in all the best ways. Julie, as she is most often known, has a knack for doing the most with her resources and getting the best out of her actors. Julie’s track record of productions also speaks for herself. She consistently puts forward a product that both the school and the wider community all look forward to. Students who have had Mrs. Aylward know that her enthusiasm is infectious and that she utilizes every person’s talents. There is a reason why Julie is so well-known and respected. As well as her theater department, Julie also assists with senior Capstone projects. Her commitment to the school and students is admirable. When you sit down to watch a play that Julie Aylward has directed, you know you are in for a treat. Thank you for all that you do Mrs. Aylward! We all appreciate you!

The Rotary Youth Exchange Program gives high school students the opportunity to spend a year abroad. Next fall Windsor will be sending a student abroad and we are pleased to provide Violet Stanley with the opportunity to spend the 2022-2023 school year studying and living in Brazil. She will be living with host families vetted by her host Rotary Club there. It will be the experience of a lifetime!
Since this is a true 1 for 1 exchange we will be having an international student join us here in Windsor! In order for us to have a student join us, we need to provide host families – usually three over the course of the year – for this student. (for general click HERE )

Based on the latest information from the CDC, State and Local governments, the mask mandate at Old South Church has been modified from requiring masks to a “mask optional” status. This decision is effective immediately.

March is Women’s History Month, and APM is featuring “Picturing Women Inventors,” a poster exhibit from the Smithsonian. Admiral Grace Hopper became one of the first women programmers at Harvard? In 1952, she invented pioneering “compiler” software that translated human programming instructions into computer code. Basically, her invention made communication between humans and computers more user-friendly! Learn more about Grace, and other women inventors you should meet, in the poster exhibition “Picturing Women Inventors,” on view March 1 through 31 at the American Precision Museum. Cannabis Regulation
Cannabis legislation is moving through the state legislature; all the details expected to be finalized this session. In addition, Windsor voted to allow retail cannabis in town in 2021 (towns needed to "opt in").
So what does all this mean and what are the local control options? For those interested in more information this LINK takes you to the State Cannabis Control Board - Guidance for Municipalities. In addition, our zoning administrator and I filmed an Around Windsor segment that covers the local zoning process for all business and for cannabis specifically. The segment is admittedly long winded at around an hour, but does cover the authority and the limitations of local government in regulating business. Roughly speaking the first half hour covers zoning in general the second half hour focuses more on cannabis.
For the "Cliff-Notes" version, municipalities cannot treat cannabis processing or retail any differently than any other business. For example, if the Town wanted to limit the number of retail cannabis retail shops in town, that could only be done if we also limited the number of every other type of retail business in town. News from the Windsor Community GardenWindsor's Community Garden is adding fruit!Our community garden just got a grant to add berry bushes, fruit trees, and other features to the vegetable beds by the Dog Park. Since it gets hot there in the summer months, we'll be creating a vine-shaded seating area for the public to use. Trex produces attractive and weatherproof park benches, so we're partnering with Windsor's Lions Club to enter the Trex plastics challenge. If Windsor can help us collect enough plastic in the next six months, we'll win a free bench. Do you have used wood pellet bags, bubblewrap, plastic bread bags or other #2 or #4 plastic that's stretchy and that doesn't crackle? Or an unneeded luggage or fish scale that you can donate? The dog park has become a great community asset. To make sure it stays that way we will be closing the dog park temporarily to preserve the turf. The fluctuating temperatures makes maintaining the exposed grass impossible. This is standard practice with area dog parks. Thanks you for your patience!

This club works on fundraising and community service project with the local Windsor Rotary Club to give back to the community. Congratulations to Avery Bean, Windsor School's Rotary Student of the Month for March! Avery is a Sophomore who has impressed his teachers with his hard work, focus, and determination. Teachers write that they are impressed with the way that Avery keeps things on the down-low, but his consistent engagement in classes like World Studies has been noticed. He works hard, hands every assignment in, and is incredibly polite and respectful. In addition to doing well in all of his Windsor classes, Avery is also excelling at HACTC, where he was January's student of the month for the CTE program. Avery is a team player who leans in wherever it is necessary, even helping to bolster school spirit for the Sophomore class. After several students dropped out from Winter Carnival air band last minute, Avery and another student stayed the course and entertained us all. A member of the State Championship-winning football team, Avery works to pull people together, advocating for himself and others. Avery was a stellar student and class president last year, and it's wonderful to see that he's continuing on that path. Congratulations Avery!
The teacher of the month for March is Kelsey Mason! Ms. Mason is another new teacher, but she has made an immediate impact on her students. Students have cited her kindness and understanding. Her genuine care for her students has also made her a quick favorite. Students have said that they feel Ms. Mason genuinely cares about them. This leads to them being comfortable discussing many topics in her class. She shows genuine kindness and concern, which students appreciate. One student put it very simply, saying: “Ms. Mason deserves it” which speaks for itself. Congratulations Ms. Mason! Clearly, the student body is very lucky and happy to have you.

March is Women’s History Month, and APM is featuring “Picturing Women Inventors,” a poster exhibit from the Smithsonian. Admiral Grace Hopper became one of the first women programmers at Harvard? In 1952, she invented pioneering “compiler” software that translated human programming instructions into computer code. Basically, her invention made communication between humans and computers more user-friendly! Learn more about Grace, and other women inventors you should meet, in the poster exhibition “Picturing Women Inventors,” on view March 1 through 31 at the American Precision Museum. Wednesday, March 16, 6PM: Full Moon Hike Up the Mt Ascutney Road to the Stone Picnic Shelter
We’ll meet at the base of the Mount Ascutney Road on Back Mountain Road. Bring either micro-spikes or snowshoes with spikes (depending on the amount of snow) as well as poles and a head lamp. Dress in layers. Bring water, snacks, etc. This will be a strenuous and steep 4-mile hike on an unplowed road. At the shelter, we'll have beautiful views, hot cider and cookies before making our way back down. Bad weather/poor visibility date will be Thursday, March 17 at 6pm. WHS Windsor Rotary Student of the Month - FebruaryCongratulations to Alexina Peckinpaugh, Windsor School’s Student of the Month for February. Alexina brings a positive attitude to every class and works consistently toward learning; she is genuinely curious and hard working with a ‘No Quit, Can Do’’ attitude. Alexina is a strong contributor to class discussion and her writing is detailed, thoughtful, and well organized. In science and inquiry, Alexina recently placed second in the psychology category of the WHS science fair with her project titled “The Effects of Gender Bias on Superhero Preference”. She will represent WHS at the state science fair in the spring. Alexina is also a key player on the field hockey team and secretary of the junior class. An avid ‘Irish dance’ competitor who has placed at the national level, Alexina is a unique individual who perseveres in all that she does. Congratulations Alexina!
WHS National Honor Society Teacher of the Month - February
February’s teacher of the month is Megan Roberts! Ms. Roberts is a new teacher but has made an immediate impact on her students and the community at large. Students have commented on her kindness and willingness to help. Even if a student is not in her class she is always willing to assist with work and go beyond her job description. Students have also noted that Ms. Roberts always has a positive attitude and maintains her patience with students no matter how slow the progress. She is always willing to take the time to go above and beyond and does so with kindness and empathy. We are so glad to have you, Ms. Roberts!

Old South Church Updated Mask Mandate
Due to the rising rates of COVID, we are requiring all who attend Old South Church gatherings to wear masks upon entry of the building until further notice – regardless of vaccination status.
