Last week my wife Kathy and I were fortunate to be able to participate in a very interesting event, King Arthur Flour’s “Bake For Good”. King Arthur, working with the Cheese Board offered a baking class at Artisan’s Park with many of the park employees attending. We all learned a simple bread recipe as well as some useful baking tips. After the class we were sent on our way with all the things necessary to bake two loaves of bread. Over the weekend we did the baking and the results were donated to the Windsor food shelf….38 loaves in all!
Road Construction
Important! County Rd. is closed to through traffic but should be open this afternoon, weather dependent. This is the first phase of a two phase project related to the replacement of two culverts, located about 30 feet below the road, that failed in the July 2013 storm. County Rd. residents will be able to access their homes but through traffic between Windsor and Hartland will not be possible. The second culvert is expected to be replaced during the second week of November and will require a road closure of 4 to 5 days.
Estey Ln Update: Road work is scheduled to start on Estey Ln. on Monday as well. Estey Ln. will be closed to traffic from about 8 am to 4pm. through November 4th.
The Windsor Fire Department is looking for part time and paid on-call firefighters, EMT’s, and A-EMT’s. Hours are flexible up to 24 hours a week. EMS certifications from Vermont and New Hampshire are recommended upon application and required prior to first day of employment. Attention hunters: The Windsor Fire Department is serving as a state sponsored Big Game Reporting Station. We will weigh in and complete all necessary paperwork that needs to be submitted to the state for hunters. This includes deer, bear and turkey. We can complete paperwork for moose, just not weigh them. We will offer these services between 7am and 9pm daily.

Pastel Workshop with Cindy Griffith
Registration is open for her October 22nd and 29th classes. Cindy's kind and gentle teaching style immediately puts even the nervous beginner at ease. Congratulations to the Windsor 5/6 spelling team on earning second place at the district bee today. We went back and forth with Albert Bridge for the lead, but they won first place. It ended with: Albert Bridge School-82, Windsor School-74, Hartland Elementary School-64, and Weathersfield School-48. All schools did very well in the short time we had to study. Thank you to Gwen Ambrose, Taylor Merrill, Sydney Perry, Lisa Todd, Madison Williams, and Lucian Vigneault for all their hard work and for representing our school. Lisa Todd, our spelling team veteran, had a perfect score!
October Student of the Month
The Student of the Month for October 2016 is Brianna Diggs, a member of the Class of 2018! She is well known for her kindness and concern for others as well as maintaining a positive attitude and outlook. Brianna is the epitome of an involved student here at Windsor Schools and in the community. She has been very active in VT Kids Against Tobacco, attending a summit in Orlando, Florida, this summer, learning how she can become a more effective anti-tobacco activist in her own community. Brianna has also been a member of the 3-D Printing Team, which earned first place 2 years running in the VT state competition. Last year, Brianna participated in the newly formed Flag Corp, marching in community parades and school functions. She has completed the DARE to CARE Program sponsored by Mt. Ascutney Hospital, completing over 20 hours of training while learning about careers in healthcare. Currently, Brianna is on our newly formed YATST (Youth and Adults Transforming Schools Together) team as a student representative. Congratulations, Brianna – keep up the good work!
Windsor Coffee House
The Windsor Music Department sponsored the first Coffee House of the season Oct. 6th in the music room. Twelve students and three teachers presented a variety of music, while friends and family enjoyed their talents, along with refreshments. The next Coffee House will be November 17 at 6:30 - mark your calendar!

Community Food Shelf
The Windsor Community Food Shelf at Trinity is gearing up for the Thanksgiving holiday! They have prepared tote bags (with simple shopping lists attached) for members of the community to adopt and fill for those in need this season. Items include pie mix, stuffing, and canned veggies. The Food Shelf will supply a turkey and other fresh produce to accompany each bag filled.
If you're interested in filling a bag, please stop by People's United Bank on Main Street. We request bags back by November 13th. If you're looking to sign up to receive one of these baskets, the deadline is November 1, and done in person at the Food Shelf (Tuesday and Thursday, 5:30-6:30pm, Wednesday 10:30-Noon).

What’s going on at the pond?? I am getting that question a lot these days. While we are preparing a bid for additional work to the dam (stabilizing the stone buttress) the low water level is not related to any Town work, rather it is related to Mother Nature’s handiwork. First, as we all know we haven’t had much rain this summer and there wasn’t much snow last winter so the water table is down. Second, beavers have been busily at work building a pretty big dam of their own upstream of the main pond. As a result, what little water that is flowing through Mill Brook is not making it into the pond. Third, the dam does weep so there is always some amount of water leaving the pond.

Homecoming Weekend
Homecoming Weekend was great! Boys varsity soccer put up a good fight against Arlington. Several students, faculty and parents came out for our annual Homecoming BBQ and Bonfire. Girls varsity soccer lost to defending D4 Champs Proctor. Boys Varsity Football had a 57-0 win over Mill River. A huge thanks to our buildings and grounds folks for always working so hard and dedicating their time to our school.
Windsor Takes Spelling Bee!
Congratulations to our 7-8 Spelling Team who won this year's local spelling bee! Members of the spelling team are Trace Peterman, Lily Dougherty, Molly Wilson, Jacob Burkland, and 7-8 Spelling Bee Coach Chris Lord. The team will advance to the Regionals.

Congratulations to the Windsor 5/6 spelling team on earning second place at the district bee today. We went back and forth with Albert Bridge for the lead, but they won first place. It ended with: Albert Bridge School-82, Windsor School-74, Hartland Elementary School-64, and Weathersfield School-48. All schools did very well in the short time we had to study. Thank you to Gwen Ambrose, Taylor Merrill, Sydney Perry, Lisa Todd, Madison Williams, and Lucian Vigneault for all their hard work and for representing our school. Lisa Todd, our spelling team veteran, had a perfect score!
October Student of the Month
The Student of the Month for October 2016 is Brianna Diggs, a member of the Class of 2018! She is well known for her kindness and concern for others as well as maintaining a positive attitude and outlook. Brianna is the epitome of an involved student here at Windsor Schools and in the community. She has been very active in VT Kids Against Tobacco, attending a summit in Orlando, Florida, this summer, learning how she can become a more effective anti-tobacco activist in her own community. Brianna has also been a member of the 3-D Printing Team, which earned first place 2 years running in the VT state competition. Last year, Brianna participated in the newly formed Flag Corp, marching in community parades and school functions. She has completed the DARE to CARE Program sponsored by Mt. Ascutney Hospital, completing over 20 hours of training while learning about careers in healthcare. Currently, Brianna is on our newly formed YATST (Youth and Adults Transforming Schools Together) team as a student representative. Congratulations, Brianna – keep up the good work!
Windsor Coffee House
The Windsor Music Department sponsored the first Coffee House of the season Oct. 6th in the music room. Twelve students and three teachers presented a variety of music, while friends and family enjoyed their talents, along with refreshments. The next Coffee House will be November 17 at 6:30 - mark your calendar!

Hartland Library art exhibit features Artists from Windsor and surrounding towns.
The Hartland Public Library is playing host to a group of painters with whom I paint weekly. There were a dozen of us on the dike of Lake Runnemede this past Thursday (Oct. 6th). Our name is "Odanaksis" which is Abenaki for "Little Village". Even though there are many on the list who have signed up to find out where we are painting in the Upper Valley each week, only a half to a dozen show up each outing. Those that have been the most energetic to show up are currently displaying their works at the Hartland Library.The exhibit will be from October 10 to December 10. Our Reception there is October 14th from 5-7pm. I personally have 3 pieces in the show and hope as many local people who can, join us for our fall show. - Gail Barton

Thank you to all who helped organize and execute another great Autumn Moon Festival. By all accounts it was a big success. The addition of a really impressive fireworks display was appreciated by those all over town. Windsor on Air was at Autumn Moon recording some of the fun check here for the video.
This past summer a film crew was in town recording portions of a video that focuses on the ingenuity of American Manufacturing. As most know our area played a significant role in the early development of interchangeable parts, which changed manufacturing practices worldwide. The American Precision Museum is a great resource on this topic, which is what brought the crew to town. The museum and Windsor schools can be very proud that some very capable Windsor students were featured in the video for their efforts interning at the museum as well as for their work on a project to develop an underwater drone. The film is about 12 minutes long and is well worth taking the time to watch. LINK

County Rd. Construction
Next week crews will be working on the manhole covers on County Rd. between the highway overpass and the prison entrance. The paving company is due to begin paving in the same area on Monday, October 10th. The project is expected to take 2-3 day depending on weather.
Bids were opened today to replace the culvert on County Rd located a little past the intersection with Juniper Hill Rd. A temporary convert was installed in 2013 after the road washed out. This project is the permanent repair. The bid calls for the project to start no sooner than October 17th and end no later than November 9th. We will have more exact timing once we get word from Vtrans that we can officially award the bid. County Rd. will be completely closed during a significant portion of the project (10 days +/-). Please plan accordingly.
Can I borrow your GPS?
There has been a white pelican hanging around Mill Pond. This is the first record of this bird in the state since 2011. There are only 8 records of this species in the state between 1944 and 2011. It’s about 1000 miles (give or take) from its home range. If you visit the Vermont fish and wildlife Facebook page you will see their recent post about it. Thank you to Tim Biebel for the heads up!
The Windsor Fire Department is looking for part time and paid on-call firefighters, EMT’s, and A-EMT’s. Hours are flexible up to 24 hours a week. EMS certifications from Vermont and New Hampshire are recommended upon application and required prior to first day of employment. Ascutney Area Sustainability Community Hub
Several Windsor residents have been coordinating efforts with volunteers from surrounding towns to explore ways to address energy sustainability. The effort started when our regional “Solarize” project brought together several communities for a common project. Cavendish is one of the tows that are participating and they are hosting an energy fair. The details follow: Cavendish Town Energy Fair – October 1st The Cavendish Town Energy Committee will hold an Energy Fair on October 1, 2016 from 10:00 a.m. to 2:00 p.m. at the Cavendish Town Elementary School on Main Street (Route 131) in Cavendish. Get all of your questions answered on weatherization, solar energy, energy efficient homes, heat pumps, composting, Tesla batteries and other money saving ways to help the planet.
Many people don’t realize that the biggest home money saving is not in new technologies to produce energy, but in simple weatherization such as stopping air leaks. By increasing insulation, adding weather stripping to doors and windows, sealing around foundations and attics, and similar measures, you can save money and be much more comfortable in summer and in winter. Come to the energy fair and talk to the experts. You can learn about the latest energy saving technologies from professionals, and you can learn about the simple ways to make living cheaper and more comfortable.
The fair is free and open to residents of any town. Exhibitors from many companies and organizations will have representatives on hand. Whether you own or rent, there are many ways for you to save money.

Windsor High School Outperforms Area High Schools In Statewide Test
Interesting conversations regarding the newly released results from the Smarter Balanced Assessment Consortium (SBAC) have gone viral across the state of Vermont. Windsor High School, serving students from Windsor, Weathersfield, Hartland, West Windsor, and Cornish is certainly no stranger to these conversations.
The SBAC online test was given to all publicly funded 3-8 and 11th grade students, the only grade assessed in every VT public high school, for its’ second round last May, 2016. The data released by the Vermont Agency of Education shows that discrepancies in literacy and mathematics proficiency across schools in Vermont still exists. While some schools across the state have made significant gains towards meeting proficiency, others have struggled to see much progress at all.
Windsor Schools is pleased to announce that we saw significant gains in student proficiency in mathematics and literacy skills, as specified by the Common Core State Standards, in grades 5, 7, 8 and 11. Further, WHS scores in math were the 11th highest in the state among all high schools! In many ways, Windsor Schools’ defied the odds that older students plummet as they enter late middle and high school grades. Where several schools within the Windsor County region scored below the state average in mathematics and literacy in middle and high school, Windsor Schools’ exceeded state averages.
According to SBAC, a score at, or above proficiency in 11th grade is meant to suggest conditional evidence that a student is ready for entry-level, transferrable, credit bearing college courses.
Although one argument continues to remain that poverty has a significant impact on academic achievement results, Windsor too has its’ own struggles with narrowing the poverty gap. However 2015 and 2016 SBAC data shows that Windsor Schools’ student proficiency in both literacy and mathematics are on the rise across the socioeconomic span.
Secretary of Education, Rebecca Holcombe, stated that, “this data shows that what teachers do really makes a difference.”
Windsor Schools is proud of the progress that our students and teachers have made towards narrowing the achievement gap. We are optimistic that our school district will continue to see improvements in literacy and mathematics across all grade spans.
Vermont 50
Congratulations to eighth grader, Maurice Day, Senior William (Will) Jaarsma, and Senior, Issac Robison for completing the Vermont 50 this past weekend in Brownsville, VT. Maurice Day pushed hard to be our first local 8th grader to finish the course and Issac Robison set a new PR, both on their mountain bikes. Will Jaarsma chose to run and crossed the finish line under the 10 hour mark.

2016 Fall Pastoral Care Visitor Training Program is being offered at Mt. Ascutney Hospital and Health Center for those interested in the ministry to the sick and dying. Pastoral care visitors provide emotional and spiritual support for hospital patients, and nursing home and assisted living residents in Windsor, and are asked to visit one day a week for 2-3 hours. The training is eight - 2 hour sessions and will begin early October. The time will be arranged around participant’s schedules. Those interested in becoming a pastoral care visitor at MAHHC can obtain more information by calling Ann LaRocque, LCMHC, Director of Chaplaincy at (802) 674-7054, or email Ann.LaRocque@mahhc.org.

From Superintendent Baker – New School Year and Act 46 Update
Dear Parents, Community, Faculty, and Staff:
It has been a while since I sent a written communication updating you on some important issues in the Supervisory Union. I hope you all had a restful summer vacation. We are anxious to greet all our students on September 1st. While the summer gives us a chance to recharge and update our skills, we miss the students. Many teachers and administrators have been taking classes and workshops over the summer. About twenty of us went to Boston for continued training in Collaborative Problem Solving. This is a behavior management strategy that is geared toward students with emotional dysregulation and trauma backgrounds. It was established through a significant research project sponsored by Massachusetts General Hospital. Unfortunately, we are seeing more and more of these students each and every year. It is simply the product of a stressful time in our world with families struggling to just stay afloat.
Staffing
Principals have done a great job forming teams and hiring new staff across the Supervisory Union. They will be sending out announcements in the very near future introducing you to the new members of our SU community. I met every one of them and they are a talented rookie group. I think we are drawing great candidates in all of our buildings. It is a sign of strength for all of us. We should be proud.
On the administrative level, we hired an Interim Principal, Mr. Shaun Pickett, to lead the Hartland School Community. Assisting him will be long time veteran staff members Angela Ladeau (promoted to Assistant Principal) and MaryMargaret Hitchcock (Teacher Leader). This will be a great team. We will begin our search for a new Hartland Principal in the late fall. All other administrators stayed with us. This is also a good sign! Consistent leadership is key to a good school district. We did replace long-time Special Education Administrative Assistant, Doris Desrosier, with Barbara (Betsy) Howard. She comes with many years of experience in the field and will be a tremendous asset to our SU.
I am proud to say that the Central Office crew stays intact. I appreciate the experience. Our Business Office continues to manage our finances well, in collaboration with local administration. Three of our four towns have significant surpluses. We just completed another audit and we continue to get very high marks in our management reports. Our Technology Department continues to shine as well. We are known across the state as a leader in this area. We are currently negotiating with Cornish, NH, who recently separated from their Supervisory Union. They want to partner with us in Technology for the 2017-18 school year and beyond. This could be a first step toward more collaboration with them. It will always help our towns to divide the assessment to the SU across a larger number of districts.
Supervisory Union Assessment
All four towns are responsible for the SU budget that includes Business Services, Technology Services, Early Education, and Special Education. The overall SU budget since centralizing special education has risen by millions. Our special education budget alone is over 5 million dollars. Even though special education has been centralized since 2012, as required by Act 153, we still assess our member towns according to their special education population on a certain date in time (October 1st). So, towns can still see big swings in their assessment based on the special education needs on that particular date in time. I would like to stabilize this assessment so we don’t see those swings. So, I proposed assessing member towns across the SU by Equalized Pupil (EQ). EQ is a number the State gives us and is based on a three-year formula that accounts for several factors. There are two advantages to this number as an assessment percentage. First, we don’t create it – the state does. Secondly, at least for the next three years, it is capped on both ends at 3%. That would mean, after the first year of implementation, an assessment that uses this calculation for all SU costs would be stabilized at the 3%. It simply makes sense. The problem with this change is this – the first year, one of our towns may still face a significant increase as we equalize the assessment. However, this year we have a unique opportunity. The SU has a significant surplus – over $400,000. Again, due to what I believe is good financial management. We are proposing that we use this surplus as a safety net for any district that faces a substantial increase in this one-year-only scenario. The SU Board is making a final decision on this proposal on August 16th at the Central Office. It will be good to make this decision outside the pressure of a stressful budget season. I will keep you posted. It is my recommendation and I stand behind it.
ACT 46
The Act 46 Study Committee continues to look at options. Our next meeting will be scheduled in early September. I will notify everyone because it appears to be a significant meeting. It is time to make decisions or disband the Study Committee. I know the Chair will be calling for motions. We have the same six proposals on the table. Here they are in summary form:
- Unified Union District: This would form a PK-12 Unified District with one board and one budget. All students would be the shared responsibility of all four towns from preschool through high school. High School choice (and 7-12 choice in the case of West Windsor) would be phased out. The only high school choice would be under Act 129, which establishes permission for up to 10% of the high school population to choose another high school. All other students would go to a newly formed Regional High School – more than likely on the existing Windsor School site.
- 2 X 2 Side-by-Side (Windsor/West Windsor): This merges Windsor and West Windsor while the other two districts merge on the other side. West Windsor phases out 7-12 choice and Hartland and Weathersfield keep their current choice model. This remains an SU model managing two boards – one on each side.
- 2 X 2 Side-by-Side (Windsor/Hartland): This merges Windsor and Hartland while the other two towns merge on the other side. Hartland high school choice would be phased out. Since Weathersfield and West Windsor have different organizational structures, West Windsor has to bring back 7th and 8th grade to the newly merged district on that side or Weatherfield has to allow school choice for 7th and 8th graders. This remains an SU managing two boards – one on each side.
- 2 X 2 Side-by-Side (Windsor/Weathersfield): This merges Windsor and Weathersfield while the other two towns merge on the other side. Weathersfield high school choice would be phased out. Since Hartland and West Windsor have different organizational structures, West Windsor has to bring back 7th and 8th grade to the newly merged district on that side or Hartland has to offer school choice to their 7th and 8th graders. This remains an SU managing two boards – one on each side.
- Alternative Structure (3 X 1): This merges the three towns with school choice (Weathersfield, Hartland, and West Windsor) while Windsor remains a single district on the other side. The three choice towns do not have the same organizational structure, so West Windsor has to bring 7th and 8th back to the newly merged district; or Hartland and Weathersfield have to offer choice to 7th and 8th graders. Because we do not merge two towns on both sides (remember Windsor stays alkone), this is considered an Alternative Structure. This keeps an SU managing two boards – one on each side. The Alternative Structure requires a process in each town that shows significant research to justify operating outside of the state’s preferred structures. The guidelines for this process were published two weeks ago and are very comprehensive and set the bar very high.
- Alternative Structure (Remain As Is): This would propose that we stay as we are currently configured in the Windsor Southeast Supervisory Union. Again, this requires a process in each town that shows significant research to justify operating outside of the state’s preferred structures. The guidelines for this process were published two weeks ago and are very comprehensive and set the bar very high. In my opinion, either Alternative will be hard sell, but this one faces the most difficult challenge at the State Board level unless something significant changes in the rules.
If we can’t narrow these choices to one or two, then the other option is to disband the 706B Act 46 Study Committee. Then, each town would have to fend for themselves in finding another alternative outside the SU, or wait and see what the state proposes to do with each of our districts in 2018. No district, unless very isolated (which may be hard to argue in our case), will be allowed to stand alone after that date.
We operate very well as an SU, but we do not meet the requirements of ACT 46. This has been a tedious and heart wrenching process. I still think it is sad (my opinion) that restructuring local districts was put on the backs of local towns. These towns are facing over one hundred years of tradition. It simply an injustice to place neighbor against neighbor, town against town, and ultimately student against student. I believe all students in our four towns are all our students. I am still optimistic that we can find a solution. It will be very sad if we can’t.

So on that note, I will wrap it up. There is lots of information here and take the time to digest it. If you have strong opinions, then contact your local board chair or state representatives. Let me close by reaffirming that, no matter what happens, we have great Boards, great staff, great families and great kids. I personally, while biased, think we are a beacon of light in the Upper Valley. I have been proud to have served the Union over the last four years and hope to be here for a while longer – no matter what the structure. Keep the faith and have a great end of the summer!

Last week I reviewed the construction that is or will take place in town. I have had quite a few comments on how good the town is looking, particularly from those who have not been to Windsor for a while. I think that is great and something we can all take pride in. Not to be a buzz kill but I do want to mention a pet peeve that is related to all of the money and effort that has been put in to give Windsor a facelift….litter.
Wednesday morning I went around to pick up the “Vote Today” signs. While I was picking up the signs I was also picking up trash. Even though GreenUp was just a few months ago. and where paving has taken place the streets were left spic & span there was a fair amount of litter.
We know that there are those who litter and just don’t care. There are also those who are very conscious about appropriately getting rid of their trash. A lot of people fall somewhere in-between. In addition, sometimes despite the best intentions, a napkin or piece of paper goes flying out of a car window on a breezy day. The answer is not aggressive “litter police” rather clean streets are the result of a community wide expectation and commitment to keep the streets clean. If you see a piece of litter please pick it up. We have trash and recycling containers all over town to deposit your find. I do believe that if less litter around, less will be deposited. Garner a few karma points and help keep Windsor clean!
Related, the campaign signs that were an exercise in democracy on Tuesday became trash on Wednesday. Hopefully the candidates will have staff clean up, but more than likely not all will be retrieved. If you have one near you please dispose of it. Finally, if you are having a yard sale and advertise your event on poles and whatnot, please remember to go back and get the signs. – Thanks, Tom

Perseids Meteor Shower, Marton Road
Friday, August 12, 10:PM-2:00AM: The Perseid meteor shower is one of the best meteor showers to experience, producing up to 60 bright, luminous meteors per hour at its peak! It is produced by Comet Swift-Tuttle, which was discovered in 1862. It peaks this year on the night of August 12 and the morning of Aug 13. The waxing gibbous moon will set shortly after midnight, leaving fairly dark skies. Best viewing is after midnight. We will have a viewing telescope to look at planets, stars and the moon. Bring a reclining lawn chair or blanket, water, snack, possibly insect deterrent. Dress for evening temperatures. We will meet at the red pump house on Marton Road. Medicare Boot Camp
Senior Solutions staff provides unbiased information about the Medicare system at Medicare Boot Camp. This FREE class is for Vermonters who are new to Medicare, and the family members who help them.
Boot Camp will be held on three dates in Windsor, from 10 A.M. to 12:00 P.M. You may register to attend one of these dates: August 10, August 24, September 7. This is NOT a multiple-session series, so please choose only one date.
Family members who help these beneficiaries may also attend. Medicare has strict enrollment periods, and Medicare Boot Camp prepares participants make timely decisions about drug plans and supplemental plans as well as many other issues.

Summer is slipping by quickly. The annual Harpoon BBQ event is behind us and we are starting to get the word out on the next big events; The Mac & Cheese Competition and Autumn Moon Festival. Concerts on the Common will continue each Wednesday through August.
We have a lull in construction at the moment, most notably; the Main St. sidewalk project is running behind. As has been mentioned in the past we started a bit early to get the curb in before the Main St. paving project, some of the materials require extended lead times, and in order to take advantage of a bid that was about $100K less than the rest that were submitted, we went with a design that is more cost effective, practical and in the end will be aesthetically pleasing. We expect to be up and running again shortly, as redesigned wall block gets delivered and installed, which will allow for the sidewalk to be poured.
Bids for repaving of Bridge St. and County Rd (from about the I91 overpass to the prison entrance) are being opened later today. If all goes well the contracts will be awarded next week. Contractors that were interested in submitting bids all said that they could complete the projects late summer or fall of this year. While it may not be a project that you notice, work will begin shortly on the removal of the Brook Rd. bridge that was severely damaged in Irene.
Additional projects that are in varying stages of design include replacement of a culvert on County Rd. that was damaged in 2013, repair to Juniper Hill Rd. related to damage incurred in 2013, Pine, Court, Jacob st. area sidewalk and paving, Estey Lane improvements to include reducing the grade on the hill near the intersection with Brook Rd. and improved drainage, Dewey Ave. drainage and paving, and buttress repair to the dam.
The Town will also be taking delivery of a couple of new vehicles that were paid for out of FEMA funds. The Fire Dept. expect delivery of a brush truck (emergency response to brush fires as well as tactical support for other fires and accidents). The Highway Dept. will be receiving a new dump truck in the weeks ahead.
Statewide Primary – August 9th
The Statewide Primary Election day is Tuesday, August 9, 2016. The polls will be open from 9 am to 7 pm on that day. The polling place is located in the Windsor Recreation Center Gym.

Perseids Meteor Shower, Marton Road, Friday, August 12, 10:PM-2:00AM: The Perseid meteor shower is one of the best meteor showers to experience, producing up to 60 bright, luminous meteors per hour at its peak! It is produced by Comet Swift-Tuttle, which was discovered in 1862. It peaks this year on the night of August 12 and the morning of Aug 13. The waxing gibbous moon will set shortly after midnight, leaving fairly dark skies. Best viewing is after midnight. We will have a viewing telescope to look at planets, stars and the moon. Bring a reclining lawn chair or blanket, water, snack, possibly insect deterrent. Dress for evening temperatures. We will meet at the red pump house on Marton Road. Call us at 802-674-2556 for directions. Please dim headlights if driving in after 10:00pm.
Ready, Set, Let's Go Bass Fishing, Saturday, August 13th, 2:00pm-5:00pm: Intro to Bass Fishing with a VT Fish and Wildlife Instructor. All equipment will be available. Casting, water ecology, fishing skills, ethics, rules, and regulations will also be covered. No fishing license required if participating in this program! Windsor Public Library invited you to lace up your sneakers and join us for our summer activity challenge - 50 Miles in Summer! This program will challenge participants to move 50 (or more) human-powered miles in 70 days. This can be completed in the form of walking, running, swimming, cycling, kayaking, Zumba etc. This summer's theme is On Your Mark, Get Set, Go! Exercise Your Mind!, promoting active lifestyles so get MOVING Windsor!! Sign up at the library to receive your mileage log and detailed instructions for the challenge. This challenge is open to all ages and abilities. Good luck!!
Dog Sports: Thursday, August 4, 6:30pm: Sports are not just for people! Animals participate in sports as well. Join us for a special program featuring our furry canine friends as they demonstrate the sports of agility, freestyle, obedience (yes it's a sport) and flyball. Information on other canine sports and activities will be available.
National Dance Day, Intro to Tap Dance! Saturday, July 30, 10:00am: Come dance the rhythm! Have you always wanted to try a dance class? Did you take dance as a kid and would like to return? Or do you want a low impact exercise that benefits the mind and body? If the answer is yes, then come join us in this intro to tap class! We will have fun learning basic tap techniques and sounds and by the end be able to perform a short, simple routine (yes it can happen!!!). Tap shoes are not necessary but if you have any type of shows that make noise on hard floors, bring them along!
Friday July 29th, Stuffed Animal Sleepover. Bring your stuffed animal (one you can live without for a couple nights) to the library for the 6th Annual Stuffed Animal Sleepover! Pick it up anytime during open hours after Monday August 1st. A video link of the sleepover will be posted on our website. Watch to see what your animal did at the library in the dark of night! All ages.

Let’s go fishing: Saturday August 13th from 2:00 - 5:00pm. An introduction to bass fishing with a VT Fish and Wildlife instructor. This clinic focuses on bass as the main target species, and no prior fishing experience is needed! We will focus on the basics and on some slightly more advanced material. No fishing license required as part of this program. All equipment is provided. Please register by calling the library at 674-2556. All ages. Limit 15 participants. Children must be accompanied by an adult.

Lisa Palmer is organizing a Backpack drive for Kurn Hattin Homes, who is in need of 97 new back packs and school supplies for the upcoming school year. The ages are from 8 years to 8th grade and includes both boys and girls. You can drop your donations off at Arabella Gallery 65 Main St. Windsor, VT

Medicare Boot Camp
Senior Solutions staff provides unbiased information about the Medicare system at Medicare Boot Camp. This FREE class is for Vermonters who are new to Medicare, and the family members who help them.
Boot Camp will be held on three dates in Windsor, from 10 A.M. to 12:00 P.M. You may register to attend one of these dates: August 10, August 24, September 7. This is NOT a multiple-session series, so please choose only one date.
Family members who help these beneficiaries may also attend. Medicare has strict enrollment periods, and Medicare Boot Camp prepares participants make timely decisions about drug plans and supplemental plans as well as many other issues.

Wow, it is amazing how the world can change in only a week! From what I understand Pokémon Go! didn’t even exist until last Friday. While I still can’t tell you exactly what it is (even my 22 year old daughter is having a tough time figuring it out, much less explaining it to me) I must have had conversations with 10 different people about the phenomenon. It all started with a voice mail in my office earlier this week informing me that there were 10 Pokémon sites on Main St. The message raised a few eyebrows! Over the course of the week however, I have learned some things. For example, there apparently are 11 Pokémon stops between the Constitution House and Town Hall. There are 3 gyms, I know one is across the street from Town Hall… I saw it on my APP but was informed that I was not yet skilled enough to partake. I will leave it to you to figure out what a Pokémon gym is. Pokémon apparently need water, which can be found, surprising enough, near water. With two ponds and a brook running through Windsor access to water should be pretty easy.
I expect that by now many have heard some of the good, bad, true and gossip about Pokémon Go! From what I understand the APP somehow works with Google maps to identify where the Pokémon are placed. Often but not always the placement is related to historic locations, churches, public buildings and the like. We know Windsor is thick with history and churches….what I am finding out is that we are also thick with Pokémon. Anecdotally, I have heard of people coming from all around the Upper Valley to take advantage of Windsor’s rich Pokémon offerings (hopefully reading our interesting historic signs and spending in our shops as well). Apparently Hanover is the only other town in the area to compare to our Pokémon richness.
For now I will stick with the positives; it is getting people up and about, people are visiting town and meeting new people, perhaps even learning something. Please do enjoy the community as you make your way around, and please do respect our houses of worship, memorials, and cemeteries if that is where the game brings you. Please don’t be one of those people reported on the news who is hit by a buswhile crossing the street playing the game, and please don’t damage our light poles by walking into them as your search our sidewalks for the elusive creatures.

On a number of occasions I have been asked why Windsor does not have a “list-serve” like many other towns. My response has always been “because nobody has stepped up to manage one”. In the past that always ended the conversation. Well, that has changed. Daniella Malin, working with Vital Communities has stepped up and started a Windsor listserv. Daniella sent me the following basics on how it works.

The Raising of America examines the way we look at early child health and development and explores how a strong start for all kids leads not only to better individual life courses (learning, earning, and physical/mental health) but also to a healthier, safer, better educated, and more prosperous and more equitable America.
The U.S. is a can-do nation. So why is child well-being in the U.S. so much worse than in other rich countries? This film interweaves the latest discoveries in neuroscience with the stories of families and communities struggling to provide the nurturing environments all children need to thrive. After the film, a panel discussion will examine the importance of a strong start for all children and how community members can help this process.

On Street Bike Skills Workshop, Build Your Street Skills, Saturday, July 16, 10:00am: Build your skills and confidence for riding on the road. On a number of occasions I have been asked why Windsor does not have a “list-serve” like many other towns. My response has always been “because nobody has stepped up to manage one”. In the past that always ended the conversation. Well, that has changed. Daniella Malin, working with Vital Communities has stepped up and started a Windsor listserv. Summer Activity Challenge
Windsor Public Library invited you to lace up your sneakers and join us for our summer activity challenge - 50 Miles in Summer! This program will challenge participants to move 50 (or more) human-powered miles in 70 days. This can be completed in the form of walking, running, swimming, cycling, kayaking, Zumba etc. This summer's theme is On Your Mark, Get Set, Go! On Street Bike Skills Workshop, Build Your Street Skills, Saturday, July 16, 10:00am: Build your skills and confidence for riding on the road. Windsor Artist Gail Barton has a new exhibit
“Wandering in the Upper Valley” is a new art exhibit by Gail Barton and can be seen at the Hartland Library entitled. It is all recent work and done outside "en plein air". There is a reception July1st from 3-5pm and the exhibit will be up until July30th.

Horse Camp
Delaney Stables still has some openings in their horsemanship weeks (camps) this summer. These Tuesday through Friday sessions run from 9:00 until 1:00, cover Horsemanship and Barn management, and include a daily riding lesson. They are a great way to spend time at the barn learning about horses in a structured capacity. Camps weeks start at the end of June and run through mid-August. Single or multiple weeks available. Message from the Windsor Food Shelf
- The Weekend Lunchbox—For Kids!
o It’s official! The backpack program we’ve discussed with you in the last couple of newsletters is ready to start the first week of school, 2016! We’ve dubbed our version of this program as “The Weekend Lunchbox—For Kids.”
o Why are we doing it? Believe it or not (and we hadn’t!), there are children who do not eat on the weekends at home, because food is simply not available. For a second grader to go home on Friday afternoon and not eat again until school lunch on Monday morning is simply unfathomable. We can’t fix this problem, or even meet the need in full. But we can do our best, and that’s what we aim to do.
o What does it entail? For each child identified as having a serious need for nutritional assistance at home (the school will do this confidentially), our volunteers will pack five healthy items. Each Friday afternoon, we’ll deliver these packages to the school for discreet distribution.
o What does it cost? TWO DOLLARS! For the five items each weekend (Granola bar, raisins, apple sauce, chicken noodle soup, ready-made mac & cheese), the cost is just $2 per child. That’s it! Over the entire school year, a child can be assisted for $75. Think about that… an entire school year, $75…
o How will we fund it? We’re kicking off fundraising for July! The Mt Ascutney hospital is hosting a hospital-wide can drive and fundraiser, and we’re planning our own Concert on the Common! The hospital is helping to coordinate two other fundraisers later in the year, for this benefit, as well.
o What about kids this Summer? That’s the million dollar question. We have initial funds thanks to very gracious citizens, and we’re trying to reach these same children, now. With no school lunches over the summer, we’d really like to reach them. One idea is to recruit volunteers to visit door-to-door with the police officers in town, delivering once a week for the remainder of the summer. Possibly on some sort of volunteer rotation. On Friday July 15th, take your family or friends out to the Ballpark to watch the Vermont Lake Monsters play the Williamsport Crosscutters at Centennial Field on the campus of UVM in Burlington. EXECUTIVE SUMMARY
During the period March through July, 2015, a Community Health Needs Assessment in the Mt. Ascutney region of Vermont and New Hampshire was conducted by Mt. Ascutney Hospital and Health Center in partnership with Valley Regional Hospital, New London Hospital, Alice Peck Day Memorial Hospital, and Dartmouth-Hitchcock. The purpose of the assessment was to identify community health concerns, priorities and opportunities for community health and health care delivery systems improvement. For
the purposes of this assessment report, the geographic area of interest was 10 towns of the Mt. Ascutney region with a total resident population of 32,588 served by Mt. Ascutney Hospital and Health Center. Methods employed in the assessment included a survey of area residents made available through direct mail and website links, a survey of key community stakeholders who are agency, municipal or community leaders, a series of community discussion groups convened in the Mt. Ascutney Hospital service
area, and a review of available population demographics and health status indicators. The table on the next page provides a summary of high priority community health needs and issues identified through these assessment methods.
Operation Safety “Cone”
During the next four weeks, police officers in the town of Windsor will be issuing “tickets” to children in Windsor, West Windsor, and Brownsville for being safe. Students in the area “caught being good” and “being safe” will be issued a ticket that is redeemable for one free ice cream CONE at Boston Dreams on State Street. The safety CONE incentive sponsored by the Windsor Police Department and Boston Dreams hopes to provide positive reinforcement for making safe decisions such as choosing to wear a helmet when riding a bicycle or scooter, using the crosswalk to cross the road, and wearing a seatbelt when riding in a car.
Household Hazardous Waste Collections
Saturday, May 21 Windsor Goodyear Building 9:00 a.m. – 1:00 p.m.
The Southern Windsor/Windham Counties Solid Waste Management District is sponsoring free events for the collection and safe disposal of household hazardous wastes. No pre-registration for residents. Businesses must pre-register and will be charged for disposal costs. The collections will be held on Saturday, May 14 at the Springfield Transfer Station from 9:00 a.m. until 1:00 p.m. and on Saturday, May 21 at the former Goodyear Building in Windsor from 9:00 a.m. until 1:00 p.m. Bring in a mercury fever thermometer and receive a new digital fever thermometer. We have several construction projects taking place on Main St. the expected time line for each is as follows:
Water main replacement: This project is taking place on Main St. between State St. and the Constitution House. The contractor should be off of Main St. by Friday. All that remains are a few connections that are located on side streets. The alley between the Windsor House and Friends & Co. may be blocked early next week. Depot Ave. may have limited access as well for a portion of a day.
Paving: Pike Industries will be grinding Main St. from Thursday to perhaps Tuesday the 5th. They may finish sooner depending on weather and the conditions they find as they progress down the street. A base layer of pavement is expected to be put down during the week of May 2nd to 6th. The next step will be refurbishment of catch basins and man holes. The final paving layer and line markings are schedule for late May to the first week of June.
Main St. sidewalk replacement: Willey Construction will be replacing/repairing the retaining wall the runs from the old firehouse toward River St. They will also be replacing the sidewalk from the firehouse to River St. This will make parking very tight during the Old South Rummage Sale taking place from May 5th through May 7th.
Town Meeting is Monday February 29th this year. Australian Ballot voting will take place on Tuesday, March 1st from 9am to 7pm in the Windsor Recreation Center. Absentee ballots will be available beginning February 10th.
